Student Services Council
Article I - NAME
The name of this body is the Student Services Council, hereafter referred to as the SSC.
Article II - PURPOSE AND FUNCTION
- Consider student life in their broadest sense, including enrollment services, counseling and advising, records and registration, financial aid, student life and athletics.
- Consider the use and acquisition of facilities and equipment relative to student services objectives of the College.
- Review and recommend student services policies, procedures and practices
- Engage in whatever research activity is necessary to implement objectives of Student Services Council
- Serve as the Colleges hearing and decision making body for the Petitions process
- Oversee the development, oversight, and recommendations pertaining to the Enrollment Management Plan
- Determine recipients for competitive scholarships brought to student services.
Article III - MEMBERSHIP
Section I - Memberships:
One (1) MCCESSU member or designee
Two (2) student representatives appointed by Student Government Association (SGA). In the event SGA cannot provide the required amount of students, the Student Life Department will provide the student representation.
One (1) representative from the Library/Information Commons or designee
Vice President of Student Services
B. Non-Voting
One staff member from the bookstore or designee
Associate Vice President of Student Services or designee
One (1) representative from Information Technology or designee
One (1) Food Service representative

A. Special Events
B. Financial Aid Review Committee
C. Enrollment Management (including recruitment and retention)
Article IV - CHAIR AND DUTIES
Section I - Selection of Chairperson
A. The SSC shall elect its own chairperson from the membership quorum at the first meeting in September of each year.
B. In the event of a vacancy of the chair, the SSC will elect a successor who will serve the balance of the term. Such an election will be the first order of business at the meeting following the chair's resignation.
C. That department whose member is elected as chairperson shall elect another departmental representative.
D. No chairperson shall succeed himself/herself more than once, or serve more than two terms in succession.
Section II - Chairperson's Duties
A. The chairperson shall be the presiding officer at the SSC meetings; shall appoint the chairperson of the standing and special committees, shall call meetings of the SSC, shall be an ex-officio member of all committees, shall be the SSC representative to the Coordinating Council, and shall report actions of the Coordinating Council back to the SSC.
B. The chairperson has no vote; except in case of a tie.
Article V - COMMITTEES
Section I - Standing Committees
The SSC shall establish such standing committees as it deems necessary.
Section II - Special Committees
The SSC may establish such special committees as it deems necessary.
Section III - Appointment of Committees
The chairperson of the SSC shall appoint the chairperson and members of the standing committees who shall be SSC representatives. The chairperson of the SSC shall appoint the chairperson and members of special committees, who need not be SSC representatives. The SSC shall confirm such appointments.
Article VI - Meetings
Section I - Frequency of Meetings
A. The SSC will meet one time per month at a time and place designated by the SSC chairperson unless there is no pending business.
B. The SSC must meet at least once each semester.
Section II - Special Meetings
A. The chairperson of the SSC may call special meetings. Upon petition of five (5) members, the chairperson is required to call a special meeting. Only such matters as designated in the notice and considered so urgent that action cannot be delayed to the next regular meeting, shall be considered at any special meetings.
B. The chairperson may call for a vote via e-mail when circumstances deem necessary.
Section III - Meeting Attendance
Each representative must attend every SSC meeting or provide for a substitute or the SSC may request his/her replacement.
Section IV - Term of Appointment
A. The term of appointment of an SSC representative shall be one academic year (from September to August).
B. Vacancies shall be filled for unexpired terms in the same manner as original appointments. An SSC member may be removed from the SSC by the SSC chairperson for neglect of official duty, after being given a written statement of reasons and given an opportunity to be heard thereon.
Section V- Quorum
Those members of the Board of Directors present at any meeting shall constitute a quorum for the business provided that a minimum of five members of the Board of Directors are present for such meetings.
Article VII - CONDUCT OF MEETINGS
The business of the SSC shall be conducted in accordance with Robert's Rules of Order, Newly Revised Edition, unless the bylaws conflict therewith, in which the bylaws shall supersede.
Article VIII - AMENDMENTS
These bylaws may be amended, altered, changed, added to or repealed by a majority vote of the SSC at any regular or special meeting of the SSC. All amendments shall be sent in writing to each SSC member two (2) weeks prior to the date of the meeting.
Article IX - SUSPENSION OF RULES
These bylaws may be temporarily suspended at any time by consent of seventy-five percent of the members present to facilitate the accomplishment of any objective of the SSC.
