Municipal Separate Storm Sewer System (MS4) Program

The Municipal Separate Storm Sewer System (MS4) Program is a federally mandated initiative under the Clean Water Act, administered by the U.S. Environmental Protection Agency (EPA), aimed at reducing pollution in stormwater runoff. MS4s are systems of storm drains, pipes, and ditches that collect and convey stormwater—separate from sanitary sewer systems—typically owned and operated by municipalities or other public entities.

The primary purpose of the MS4 Program is to prevent harmful pollutants from being discharged into local water bodies through stormwater runoff, which can pick up contaminants like oil, chemicals, debris, and sediments as it flows over streets, parking lots, and other surfaces. By requiring permit holders to implement best management practices (BMPs), public education, and pollution control measures, the MS4 Program helps protect water quality and aquatic ecosystems in urban and suburban areas.
