Request For Proposals: Security Services
Muskegon Community College is seeking proposals from qualified firms to provide comprehensive security services for its main campus, the Sturrus Technology Center, and the Ottawa Center. The College is requesting experienced partners capable of delivering professional, customer-focused security services that support a safe and welcoming campus environment for students, employees, and visitors. The selected contractor will provide licensed security personnel, routine patrols, emergency response, incident reporting, access control, parking enforcement, safety escorts, and support for campus events while working collaboratively with College administration and local law enforcement.
The College is looking for a contractor with demonstrated experience in higher education or similar environments, strong employee training and supervision programs, and the ability to provide around-the-clock staffing, reserve personnel, and additional officers for special events. Security officers must meet rigorous background screening, licensing, and training requirements, including first aid, CPR/AED, de-escalation, crisis prevention, and emergency response. As part of the proposal, vendors must also demonstrate their ability to support campus emergency planning, safety compliance, and, if requested by the College, the deployment of trained and properly licensed armed security officers.
Proposals will be evaluated on the strength of each firm’s security program and operational plan, officer training and supervision, experience in educational settings, references, and overall cost. The initial contract will be for a two-year term with the option for two one-year extensions at the College’s discretion. Proposals are due by 2 p.m. on Wednesday, July 29, 2026, with a mandatory pre-bid walkthrough scheduled for 11 a.m. on Monday, July 13, 2026.
