Request For Proposals: Student Application Fraud Prevention Software
Muskegon Community College (MCC) is seeking pricing proposals* for a Student Application Fraud Prevention Software solution to help safeguard the integrity of its admissions process.
The college processes approximately 10,000 student applications each year and requires a secure, scalable, SaaS-based platform with a cloud user interface that integrates via API with Ellucian Recruit.
The proposed solution should include biometric facial recognition and government ID verification, comprehensive applicant red-flag scanning (including phone number, address, SSN, email, IP address location, and known fraudulent account detection), and detailed email risk analysis covering history, known fraudulent domains, and first- and last-seen activity. In addition, the system should provide account risk scoring with transparent, detailed scoring insights and support identity verification for password reset requests.

Request For Proposals: Bookstore Services
Muskegon Community College (MCC) is seeking proposals from qualified vendors to operate a hybrid bookstore that combines a physical, on-campus presence with robust online services. The bookstore’s primary purpose is to support MCC’s educational mission by providing students with affordable access to textbooks and course materials in multiple formats, including new, used, digital, and rental options. In addition, the vendor will be expected to offer traditional bookstore products and services such as academic supplies, convenience items, and MCC apparel, while delivering all requirements outlined in the RFP and creating a distinctive, student-centered bookstore experience.
While many institutions are moving to fully online bookstore models to reduce costs, MCC recognizes the continued value of an on-campus bookstore for student convenience and engagement. The College seeks to preserve the traditional experience for students who prefer to purchase materials in person—particularly late registrants who need immediate access to required resources—while also acknowledging the higher operational costs associated with maintaining a physical retail space. Proposals should demonstrate an ability to balance affordability, accessibility, and operational efficiency within this hybrid model.
